Seems that I've gotten into a pissing match with a poster that likes to sporadically visit threads and throw hints and seeds of doubt into them.

That's awesome...it keeps thread-authors on their toes...

While I wasn't in logistics, as I rose through the ranks I found it to behoove me to find out what my support brothers and sisters did for a living. It was a great education. Never piss off the support folk, because they can make your life even more miserable than it already is. LOL

I'm thinking that the link to the website is probably scaring some off and others brains just shut off when they see all the numbers and NSN's.

They don't realize that it does connect with the here and now and probable future events. Investigative work is boring to them.

But there is one thing also. I was the Training NCO and then Unit Administrator of my unit for my last ten years. One thing I realized is that every Sept. we were told to go on a buying spree. And every Oct. we had to re-requisition the Sept. requisitions again. Could this be that possibly?

After all, we all know at some point, a CR will be passed and it's better to have your requisitions in before hand than after the fact.

Why would there be such an allocation of funds dedicated to just ONE area??????
I mean...they already have a fully functioning base there...why all this extra???
Why is the solicitation up for such a short period of time...base operation bids are up for MONTHS...year after year...
The "estimated" qty and "indefinite qty"...the military is pretty efficient and already knows what it needs to operate an already running base...
this leads me to assume that this isn't for upkeep of already existing posts...
this solicitation is to expand facilities...albeit, exponantially...quickly...


The use of the word REGION...not FAB or FOB...or Airbase, Hawaii...
Just Region...??????
So...there is no real designated "place of performance"...someone, somewhere just knows that we are going to need major military set-ups and camps IN PLACE and ready to operate around the Hawaii area...set ups that include Field Hospitals and Service Support (like food services, housing, utilities...all "in the field...tents, batteries...etc)

Hawaii is pretty big....

This Synopsis replaces previous FedBizOpps announcement for solicitation SPM8E3-13-R-0002. DLA Troop Support is issuing a solicitation for Tailored Logistics Support Prime Vendor (TLS PV) support for Maintenance, Repair, and Operation (MRO) supplies in the Hawaii Region of the United States. This procurement will be solicited unrestricted. A single TLS PV Indefinite Delivery/Indefinite Quantity (IDIQ) contract will be awarded. The resultant contract will have a five-year base/term. This procurement will entail Customer Direct Deliveries to locations throughout the Hawaii Region. There are existing regular customers in the Hawaii Region at this time.

The acquisition is estimated at $61,300,000.00 per year with a total contract maximum value of $306,500,000.00

. The scope of this acquisition includes, but is not limited to: Heating, Ventilation and Air Conditioning (HVAC) supplies; Plumbing supplies (including bath and shower items, ablution units); Electrical products (including generators, wire/cable, connectors, sockets, outlets, lights, etc.); Tools of various kinds; Chemical, lubricating, and rubber products and products including same; Construction supplies (including but not limited to cement, lumber and plywood, bricks, blocks, steel, aluminum, and other metal products, conduits, prefabricated structures to include re-locatable buildings (RLBs & ablution units), etc.; Perimeter security items such as barriers, barbed wire, concertina wire, and sand bags (also used for erosion prevention); Communication devices (such as walkie-talkies, two-way radios, etc. used by the maintenance personnel), and; Various other commercial supplies required by the war-fighters to accomplish their mission AND related incidental services. All items are commercial and identified by a manufacturer's part number and/or commercial item description.
Proposals will be evaluated using Best Value Tradeoff Source Selection procedures with the non-price factors being significantly more important than price. As the non-price ratings of offers become more equivalent, price will become more important. Pricing will be based on firm-fixed Acquisition Ceiling Prices for a Price Evaluation List of 500 items for three pricing periods, firm-fixed Distribution Ceiling Prices for twenty pricing tiers (Distribution Matrix) for three pricing periods, a total acquisition price for an incidental service based on a scenario, and unburdened and burdened labor rates for identified storefront personnel for three pricing periods. If discussions are conducted, the Government may utilize Reverse Auction procedures. The Government intends to make a single award.
Offerors are advised that the Trade Agreements Act, Preference for Certain Domestic Commodities/Berry, Restriction on Acquisition of Hand or Measuring Tools, and Restriction on Acquisition of Carbon, Alloy, and Armor Steel Plate apply to this solicitation. Additionally, there are other procurement restrictions set forth in the solicitation that may apply to certain specific products.

They'll req non-specific...unnecassarily expensive items...just to run up the allocations to justify the next fiscal year's budgetary allowances...

It's the specific...goal oriented items that serve a greater purpose that are disturbing me right now.
All the rad sensors...DLA is requesting them and not the department of energy...DLA is for GI inventory...non specific deployments...
Thing is...it's being deployed WITHIN CONUS....and hawaii and ALaska AND Peurto Rico...

whaaaaaa???

But hold on...after FUKU, I'm not gonna sweat the fact that Hawaii wants some rad detectors....no, it would make perfect, non-alarming sense after all...

Uh-oh...seems that a lot of 'regions' are requiring MANY rad detectors for GI inventory...
wait...make that EVERY region...
um...(shifts nervously in chair)

I suspect the Radiation sensors are for fukashima fallout. The mess is about to hit the beaches of the west soon enough, and in all likely hood there is going to be a catastrophic explosion in November/December from SFP #4. Not bombs, but something far worse.

Pretty amazing stuff on here. I think what got my attention the most was the biological network study....

Just so everyone is aware, theses solicitations will take a good year to even begin to be filled. First the contract has to be awarded to one of the offerors, then the other offerors will protest (always happens), then the protests will be litigated, then, either the original awardee or a new awardee will be awarded the contract, the contract will be worked up, signed, and go into effect. A solid year long process most of the time.

Not on some of these though...
Some of these have deadlines...and precise dates, places and times...too soon to happen a year or so from now.

Looks like some of them are not fitting the "usual" provisions usually stated in contract bid submissions.

Some of them are SPECIAL NOTICE...UNUSUAL OR COMPELLING URGENCY...SENSITIVE MATERIALS...DISCLOSURE AGREEMENTS

Not run of the mill stuff...

I find This one quite interesting considering the location and what the intent is:


The intent of this project is perform seismic evaluation to buildings (particularly Building E, F of the VA Medical Center in Charleston, and Myrtle Beach CBOC building, utilities (AHU, sprinklers, piping, electrical, etc.) to identify deficiencies to being in a severe seismic zone and to repair the issues. Study shall be performed utilizing VA Seismic guidelines and other Industry guidelines as needed. Goal is to have the buildings make the VA Degenkolb listing. Specific written information on buildings will be required in the 10% submittal as this project will not be to replace buildings, but if needed, it must be noted what is required for buildings to meet the current Severe Seismic Requirements (either replacement, strengthened, or other manner).


C--REPAIR OF BLDGS./SEISMIC REPLACEMENT

I wonder why they'd be wanting to upgrade the seismic engineering on these particular buildings, considering it is not an area of known high seismicity?

 


Found another little tidbit:


The contractor shall provide the US Government, ... a process to facilitate the tender of bids to explore and exploit mineral wealth in Afghanistan by domestic and foreign investors.


And to help them out we've got plans to:


Review the current Afghanistan Mining code and regulations in consultation with the legal advisor and make suggestions for amendments to the Mining code and regulations helpful to the tender process, consistent with international best practices and specifically tailored to Afghanistan's unique resource needs, particularly from a technical perspective. Briefings and discussions on the same, as requested.


That way if they've any laws that are problematic, they can be dealt with before hand...
