It takes energy to manufacture and encapsulate the hydrogen target into the capsule, and energy to pump the lasers.
And this experiment is still a net energy loss. Reducing loss is 'good' news. Overcoming the loss and creating a legitimate gain in energy, won't
be silenced easily.
Anyone that's worked around RF and dealt with DeVry and other trade-school graduates, and has tried to explain to them why you can't have
"positive" insertion loss will know what I mean.
