U.S. to cut some military aid to Egypt

This is interesting because a lot of Americans have been talking about cutting foreign aid for a while now (mainly conservatives) and this is the first time I've heard that they're going to do it. Is this a major shift in American foreign policy? Though I understand the reasons for foreign aid, I agree that it is time to cut back on giving other countries money- especially middle eastern countries.
