He shuts down national parks, which some aren't even funded by federal money, and hires translators that speak 150+ languages to answer phones for Obama care.



He could keep parks open, but he wants the American people to feel the pain, and listen to his blame.

This is pathetic.

It doesn't clarify how many translators on on the job, but I am willing to bet it's enough to run over half of the parks in the country.

They're paying guards for the closed parks and national monuments when they could be paying the personnel to keep them open.
Exactly the kind of efficiency we've come to expect from Reed and Co.
Boy, and I thought Congress under DeLay was a joke!
Just another excuse to hire goons to stand around with automatic rifles and intimidate Americans.
They really seem to like to do that most of all.
I say just make a million cardboard cutouts of the same and make the real ones go do some actual work.

Funds are already appropriated and committed to certain things...the ACA isn't dependent on funding from budgets or these CRs, it has it's own funding. He would have to bypass Congress and re-appropriate those funds to direct them anywhere else...which is most likely very unconstitutional.

You can defund anything...but that doesn't mean that what you are defunding is dependent on the budget process.

The ACA gets it's funding and appropriations from within the ACA legislation itself. That is why it isn't affected by the government shutdown and why the translators for 150 languages are still able to work.

Obama does not have the authority to move those appropriations from the ACA to some other function, it is just not within his power. So when someone blames Obama for not doing it, it just shows how little they know about the entire process.

OBVIOUSLY to most voting Americans, they know the republicans are the ones that are happy about the shutdown, they come right out and say it....can you remember a long time ago (in 2011) when republicans caused a downgrade of Americas credit rating for the first time in history? the republicans cut 1.5 billion dollars funding from NIH...and then just this week, all over various media, have the gall to say that Obama is hurting NIH cancer treatment for kids...
here's the republicans own appropriations cuts to NIH

House of Representatives Budget Chairman, Paul Ryan (R-WI), released a 10-year spending plan on Tuesday. The plan claims to balance the federal budget within the next 10 years, through deep cuts of roughly $4.6 trillion, which is more than the entire federal budget for FY 2012. The plan imposes extreme cuts to non-defense discretionary programs, which include line-items such as the National Institutes of Health (NIH), Head Start, education, and air traffic control. These cuts will take place by imposing a 414-billion-dollar cap on non-defense discretionary spending for FY 2014, which starts on October 1st. To put this into perspective, this cap means that about $167 billion will be cut from these programs in FY 2014, accounting for the sequester cuts that took effect on March 1st. While the sequester cuts have dealt a devastating 5.1% cut to NIH funding for the remainder of this year, the House plan could mean more than a 10% cut to the NIH budget in FY 2014. The Democrats want to fund the entire government, not just those parts that the Republicans deem worthy to receive funding.

There are more important functions of government than the parks, this is pure politics.

Anti-Deficiency Act. Look it up. Not the President, nor any member of Congress has the power to fund anything if there is no appropriations bill to pay for it.

ACA is not a part of the Federal budget, therefore it continues to operate. The postal service is not a part of the Federal budget, so you still get mail.

Even those of us considered "excepted" and continuing to work currently will not get one penny in pay until after an appropriations bill (either a full year budget or a continuing resolution) has been passed by Congress and signed by Obama. To pay us, even though we are still working, would be a violation of the Anti-Deficiency Act, and thus illegal.

"Essential" personnel do continue to get paid. People who fall under this category would be air traffic controllers, for example. Otherwise, all FAA would be furloughed and all air travel would cease.

There are also portions of many agencies who have their own funding and continue to work until such time as their own funds run out.

if nothing in an amended CR will affect ACA funding then why won`t pass the amended CR?

I agree with your sentiment, but many of those monuments didn't have guards before the shutdown. They are actually spending MORE money to "close" them than would be required (none) to just leave them open.

Just because it is funded through the legislation itself, doesn't mean that it can't be defunded. Doesn't really matter right now though, because the Republicans aren't trying to defund the ACA anymore...they have dropped that and are now just trying to delay the individual mandate for one year.

This thread is asking why the ACA translators are considered "essential workers" due to the government shutdown. And my reply was directed towards that, the ACA isn't dependent on the CR funding so the translators and all other ACA funded workers will continue to work through the government shutdown.
