Ive been doing research on this and was wandnering if anybody else could help me out with it.

The Phoenix Program was created by the CIA in 1967 to eliminate the civilian population that supported the Viet Cong in South Vietnam through the use of assassination,kidnapping and torture. If you like to add to this please feel free to do so .
