No, it would be more of a blue flash of Cherenkov light - To get your explosion, you have to keep all the weapons grade uranium together long enough
for at least 10% to convert into pure energy. What would happen is that the fuel rods would fire up as if they were in the reactor core, boil off the
water since there's no lid on the storage tank, and there would be gamma and neutron radiation all over the place. Not a healthy place to be.
