It hardly means that they'll reform the plans. Objections may have succeeded in slowing the agenda, leaving them with no option other than to enforce policy covertly, but when have they ever done it differently. The name changes will no doubt fool the dimwitted among us.

BRUSSELS, Belgium, May 26 (UPI) -- The proposed EU constitution, unveiled Monday and to be considered by EU leaders next month, calls for an elected president and the post of foreign minister to represent the union internationally, and a binding bill of rights.

The document, drawn up by a 105-member committee led by former French President Valery Giscard d'Estaing, calls for the European Union's six-month rotating presidency to be replaced by an EU president, elected from the current batch of heads of state for two and a half years. He also favors creating the post of EU foreign minister to represent the bloc on the world stage

Perhaps as important, at least to the British, was that the document does not use the term "federal" and the European Union will not be renamed "United Europe" of the "United States of Europe."

Welsh Secretary Peter Hain, who represents Britain on the 105-member convention, said the draft text showed London had made "good progress" in influencing the proposals.

"We are burying once and for all the fantasies of a Brussels super-state. Europe will remain a union of sovereign nation states with governments such as Britain's in charge," he said.

VERSAILLES, France�President Bush is under heavy Bilderberg pressure to monetarily punish Israel unless the peace process progresses and to share the spoils of war on Iraq with Europe.

Bilderberg also hotly debated establishing a European Union army independent of NATO, whether to accept Turkey into the EU and punishing Belgium because of the rise of a �right wing� party (see related story on page 15).

Bilderberg had similarly punished Austria economically for holding a free election in which Jorge Haider�s nationalist party did well.

The Trilateral Commission, which will meet at the Ritz Carlton in Washington April 5-7, is less secretive than Bilderberg, with which it has interlocking leadership and a common agenda. David Rockefeller and Henry Kissinger are powers in both groups. Trilaterals huddle behind closed and guarded doors but the fact of their meetings is acknowledged.

In the 1980 primaries, Ronald Reagan scoffed at the Trilateral Commission. His campaign operative, former Texas governor and treasury secretary John Connally, said Reagan would block Trilaterals from his administration. After his nomination, Reagan took Trilateral Bush on the ticket. As vice president, Bush the Elder addressed the Trilaterals in Washington and they were received at the White House.

In 1992, Bush lost to Bill Clinton, an obscure governor of Arkansas. Clinton was a Trilateralist who had been promoted to Bilderberg when it met in Baden Baden, Germany in 1991.

The Center for Reproductive Law and Policy, a United Nations nongovernmental organization, has sued President Bush in federal court to force a change in this nation�s policy of not using tax dollars�here or abroad�to pay for abortions. A federal judge dismissed the case in July but the center has appealed to the Second U.S. Circuit Court of Appeals in New York.

The �Mexico City policy� against U.S. funding of overseas organizations that perform or advocate abortions was introduced by President Ronald Reagan, ignored by President Bill Clinton and reimposed by President Bush this year.

Sources within Bilderberg and its junior varsity, the Trilateral Commission, confirmed the war part of the agenda. The Trilaterals are meeting in Washington April 5-7. The two groups have an interlocking leadership and a common agenda.

They believe that public outrage over the 9-11 at tacks and the new �war on terrorism� make a new war on Iraq, with the intent of destroying the regime of Sad dam Hussein and seizing Iraqi oil, politically palatable to Americans. If Americans back a new war, they reason, a reluctant Europe will be dragged along.
