And the Republicans, not only in Washington but in a lot of state houses, have made it as difficult as possible for ObamaCare to succeed by not participating in the expansion of Medicaid and by refusing to set up state exchanges so that people who are not now insured can go on and shop for insurance plans. I think we're likely to see a situation this fall where the new plan works well in some states like New York and California and fails in others. And then you'll have a whole new argument over whether it's working. But is it going to be repealed? Not while President Obama is in the White House it’s not.

Medicaid provides health coverage for low-income children and adults, medical and long-term care coverage for people with disabilities, and assistance with health and long-term care expenses for low-income seniors. More than 58 million people rely on Medicaid services today, and millions more will qualify for Medicaid when the provisions of the Affordable Care Act take effect in 2014
When a large portion of the act is dependent on the states ability to do something I think it's an easy way to judge failure or success. The red states, which greatly outnumber the blue states, refuse to act in any way to comply with the law. The federal government didn't expect this outright refusal to make the best system for your state and will likely force the states into a single 'fix-all' solution come October 1st.
The Democrats agreed, completely, that some of these decisions were best left up to the states. So they let the states decide. The states refused and October 1st is approaching with 2/3 of the population clueless on what these exchanges are all about because their local leadership hasn't bothered to do anything with it.
Right now we have 17 states that have established an exchange. Most of the other states haven't even bothered to try and establish an exchange. I'll give you two guesses on what party those governors belong to.
I don't think it's failed in any meaningful way...yet.
