Less than 3 percent of U.S. federal workers want to give up their current health plans and join Obamacare, according to a new poll.
92.3 percent of federal workers think that they should continue with their current health insurance program, the Federal Employees Health Benefits Program (FEHBP), while just 2.8 percent think they should be required to join Obamacare exchanges and 4.9 percent are not sure, according to an August survey conducted by FedSmith.com, a website for federal employees.

The real question is, how did this happen in the first place?

Some Republicans immediately slammed the OPM decision, using it as fuel for their campaign to turn public opinion against Obamacare just as its core provisions are due to go into effect.

(D) MEMBERS OF CONGRESS IN THE EXCHANGE.—
(i) REQUIREMENT.—Notwithstanding any other provision of law, after the effective date of this subtitle, the only health plans that the Federal Government may make available to Members of Congress and congressional staff with respect to their service as a Member of Congress or congressional staff shall be health plans that are—
(I) created under this Act (or an amendment made by this Act); or
(II) offered through an Exchange established under this Act (or an amendment made by this Act).

I see your confusion here.
You seem to be labouring under the misconception that Obamacare is, and of itself, a Healthcare plan.
It is not.
It is a set of rules that Healthcare providers and insurance companies must follow.
Anybody should be able to keep their existing Employer based Healthcare or choose to buy another. Either way it will be under the law known as Obamacare.

I thought the 'waiver' was about the money, not the insurance policies.
There is something in the law, but they omitted the money part, as in who pays.
The recent 'ruling' was to keep the government (employer) continuing to make 'contributions' towards employee insurance payments.
The Obamacare law (pdf) says in Section 1312:

They already are recieving "Socialist Healthcare"...actually Federal Employees are the only ones in the USA that literally have their healthcare covered via US Taxpayer Dollars.

Strange. I 'm a fed. I didn't get any Obamacare survey. I'm of FEHB, as always. Like every other employer provided insurance, I pay part of my premium and my employer pays part. If we went to Obamacare exchanges, that would continue to be the case.
