Think of the manpower required to read those.

They dont have people reading every message. Its all stored away in huge data banks.

There is also highly advanced computer algorithms that filter out things that are worth looking out. Anything that gets pulled is then prioritized and dealt with accordingly. Some of it has to be 'seen by eyes' and properly evaluated but it has to be really special to get that far.

Most of this data is just flagged and mined at specialist data centers dotted around the country at a later date.
