For the record, he wasn't shouting anyone down. If you download/view the clip from youtube (not the one herein but the clip here you'll see he tells the woman presiding to "tell the senators to sit down and shut up". The Senate was not in order; he was trying to help them get it in order.

Let's not make a conspiracy out of everything.....
