Voting is only a right for American Citizens that meet the voter requirements. Should everybody that shows up to get a driver's license be entitled to have one, we will just let law enforcement sort it out? Ultimately, as a qualified voter in the U.S., my vote is meaningless without a system in place to protect the integrity and validity of all the votes counted. Not safeguarding elections against fraud is akin to disenfranchising all U.S. Citizens.

But how would the voter be certain that the person they are impersonating hasn't voted already?

They can't be. But the odds are better than even that the person didn't vote..... especially if the impersonator votes early.... remember the saying? Vote early and often!

Where would they collect the neccessary info...including Voter Registration number, not just addy etc.?

The registered voter lists are public knowledge. Don't you remember the big stink about a nonprofit group getting the lists and sending letters out, listing the registered voters in your immediate neighborhood... and even stating which ones had voted in previous elections? It was news last year.
So yes, not only name and address, but whether you voted in previous elections.... makes it a little easier to gauge who may or may not be showing up to vote, eh?
