Help uninstalling Microsoft Skylight

It's asking me to update before I uninstall. And it has an expired certificate. Is this normal?

Generally uninstalling uses the same application that originally installed the program. That is why its asking you to update.

As far as the certificate goes, im really not sure on that, it could be due to silverlight being outdated. Personally i would go ahead with it, but its really up to you.

If all else fails there are some great free uninstaller programs that you can download for free, or on a trial. They will fully remove any traces of a program from your computer, even getting the stuff that would normally be left behind.
