I was going to direct you towards xda-developers, or androidforums. Xda in particular has a load of very gifted coders, most of them bounce back and forth between the two. Could always search GitHub to get some ideas also.

I suppose you would have to ultimately decide if this app is for a rooted or non-rooted android. I am sure code will drastically be altered without root privileges.
