String of Blinking Colored Lights in Night Sky (Surrey, BC)

I don't have any details except that this was seen last night in Surrey, BC.
I thought it might be simply a string of LEDs, maybe held up by a kite or balloon.
I wish I had seen it as I'd have a more definitive opinion to share.

Really need more information on this to find a rational explanation. From where I was watching (as in front of my monitor) that is weird. A size estimate would be good but seemed like it stretched a fair way and also, I'm not sure how far away it is.

I'm stumped but I'd like to see what the skeptics think
