The time lapse footage does show it basically doing a 360 turn while other artefacts nearby are stationary- suppose the obvious explanation would be vibrations from road, people etc, but not sure why it is the only item moving

If its not just simple video editing and outright deception then my next most likely guess is that it is sitting on a rotatable platform at some level.

At the highest degree of complexity I could imagine some sort of vibrational pattern being pulsed through the floor and rotating an object,
