Anyone can predict your next move if they watch you enough. As was pointed out, it's based on what's known about people's routines and behaviors. People are generally predictable. They would first need to know what your norm is though. I think the idea is that by using computers they can quickly assemble people's activities.

Think of when you swipe your card at the grocery store or gas station; or when you look things up and suddenly get promotions for that very item (hmmm.. What a coincidence huh). All of this could be put in a database where the computers do all the work. If something is out of the norm for a particular person it sends an alert.

So tracking thoughts or next moves doesn't seem reasonable to me either but being able to predict them after you come up as suspect does. Red flag comes up because you suddenly purchased 10 times as many groceries as normal. People who do this are most likely.......(predicts). Person bought 70 things of bleach and a pressure cooker....people who do this are most likely.....(predict your next move). Sorry...don't know if bleach and a pressure cooker would do anything and don't wanna look it up for obvious reasons.

Actualy the FBI were. They let them do what they did to test the limits of how far the citizenry would allow cops to invade into their homes.
This was a nice experiment on their part, and they gathered a lot of data thanks to you folks who let them in.
