United Nations Secretary-General Kofi Annan sent a letter to the United States, Britain and Iraq warning against an all-out assault on Fallujah. UN and other world analysts believe that threats of force and military attacks alienate certain communities in Iraq and reinforce perceptions among Iraqis that their nation is an occupied territory. Analysts fear this alienation will subvert the democratic process and negatively impact the Iraq elections planned for January 27, 2005.

"The threat or actual use of force not only risks deepening the sense of alienation of certain communities, but would also reinforce perceptions among Iraqis of a continued military occupation," the letter said."

The stated justification for the Fallulah offensive is to "root out" terrorists, stabilize the country and secure a democratic future for Iraq. However, even though the use of military force is proven to achieve just the opposite, the USA and Britain are unwilling to listen to reason as yet.

Efforts continue unabated to secure Iraq's oil for multinational corporate interests and global corporate economic dominion.
