Because that would be massively expensive, totally unnecessary, and bloody stupid. Since the dosage could not be individualised you'd run the risk of
giving some people too much and others too little.

Drinking it doesn't do anything to your teeth. There really is no benefit to adding it to drinking water.
Brushing your teeth and rinsing them with water gets the fluoride onto your teeth quite nicely, and that's just one example.
Adding fluoride to tap water has great benefits, which is why it is done. The cost to the government is very small; less than one dollar per person
