Why are there only 48 stars in the Green Day Video?

In the American Idiot video by Green Day, the American flag in the background only has 48 stars? Did they know something about Florida and Ohio ahead of time? I love this stuff, ya just can't get enough! ( :

It has to do with the failure of the No Child Left Behind policy, and not to do with the Green color given to the star spangled banner.
