Its just a thin border around your posts. I'm not 100% sure how it works, but the first border you get is silver, then gold. I think its tied into your w (wats) index under your profile stats.

Awesome. Maybe it is your WATS index like you said? Oh man! No border on mine? Wait... there is a gold border on the outside of my box when I'm typing here. Your WATS index is 150, that must be when it triggers.
