I just read this today and you will find the link below it sure looks like russia has found a way around supplying Syria with the S300.
It's all in the wording Russian Foreign Minister Sergey Lavrov told reporters when asked about the S-300 air defense systems..

“Russia does not plan to sell,” He stressed that Russia has only been fulfilling contracts that have already been signed with Syria for defensive weapons..

All military contracts with Syria should be suspended,weapons and ammo going in and out of that country should be blockaded by the international community if there is any real interest in peace.

I don't have audio because I'm at work, but the video does appear to show what is claimed. And, yes, I know, it's Fox, etc. Does the audio give any further info?
