Saudi student Abdul Rahman Ali Issa Al-Salimi Al-Harbi was injured in the Boston Marathon Bombings.
He was once a “person of interest” in the bombings. He was put on a terror watch list after the bombings.

Michelle Obama visited al-Harbi in the hospital last week.

F1 is indeed student Visa, "but SAO not complete" is this: Security Advisory Opinion
From the 10th reference on the previous link (can't link the wayback machine location to this page) it states:

NAME-CHECK... Every applicant for any visa must undergo a name-check through the Consolidated Consular Database (CCD). If the applicant’s name matches a name on the database as a ‘problem’, an SAO is required.

There is no doubt his imprisoned terrorist family name would have flagged a 'problem', therefore he was required to undergo the formal SAO vetting process. Since it was not completed, it had to have been waived by someone with the authority to grease that wheel.

We are diligently trying to quote our sources, could you return the favor? I couldn't find an NT reference, and no one (media or otherwise) has produced event#1648067. Of course we all learned this week that when an active investigation into a possible terrorist occurs, the NSA, FBI etc. use the term "event".

So yeah, you got a source for those statements?
