Its a voluntary lockdown, you can go out if you want.. But the ppl understand they would be caught in the middle if anything goes down and be in the way by being outside. The only motive is to keep this maniac pinned down so the feds can get him alive.

Why? Because ulterior motives feed into your conspiracy theorizing?

Boston is a city full of schools and young people from all over the world and what the authorities may have been trying to do is remove ready cover for the movements of these characters.
