They had them on hand

I thought it was weird them being where they were and think either they were passing through and got spotted or they got caught planting more bombs which would mean they had them on hand.

Agreed. So we either have two punks who decided to rebel against their community and city by engaging in a mass bombing and a suicide mission for whatever reason, which is possible at this stage, or something much bigger.

I still think it's something bigger, but until we hear an official claim from someone then it's all speculation.
