I can tell you for a fact they were put on high alert after the bombings happened.. though they are generally always on high alert, just the nature of the area.

I am sure they have all kinds of contingencies for where to go depending on what is going on.
What you have to ask yourself is, was what you were seeing a drill? If there was an incident of some kind, even a normal one... they would not say " hey we are from Y-12 and we have an emergency, here we are."
