Thank you, but I don't understand how it is that some countries can dictate to others what they're allowed to have to defend their countries with. If some countries have nukes, why can't others?

SEOUL, April 16 (Yonhap) -- In clear terms, North Korea on Tuesday spurned a U.S. offer of dialogue aimed at easing months of heightened tensions.
"Recently U.S. high-ranking officials are vying with each other to talk about dialogue," the North's foreign ministry said in a statement carried by the state news agency, KCNA. "This is nothing but a crafty ploy to evade the blame for the tension on the eve of a war by pretending to refrain from military actions and stand for dialogue."
On his trip to Northeast Asia last week, Secretary of State John Kerry made clear that Washington is prepared to talk with Pyongyang if it shows seriousness about denuclearization.[/e]x Un and the DPRK have no intention of talks, they want war, or for all nations to bow down to them.
