Is there such a thing about all phone calls being tracked by a Super Computer.

All conversations on phone? you mean all??..I think thats kind of unnecessarily for the individual goverment. I guess such a "super computer" turns on when one of the users of a supervised phone use a special name, word, sequence of numbers etc..
