The Electoral College actually votes to elect the president....I believe they take an oath to vote in line with the state popular vote. Currently, most states divvy up all electoral votes for the winner of the state vote....a few divvy them up according to congressional districts.

So if Kerry does when the electoral votes, they can actually elect Kerry based on how close the race is? I'm not sure if i get you.
