That signal is Cuban HM01. You can hear the Spanish Female voice from around the 0:27 mark before it goes back into the data signal. It is simply a case of the HM01 station transmitting adjacent to the Voice of Korea radio station. It happens all over High Frequency with adjacent signals bleeding over each other.

The following is the proof that in some cases the Voice of Korea and the Cuban station HM01 transmit on the same frequency. One shared frequency is 11635 Kilohertz. The stations are completely unrelated to each other but simply due to certain propagation conditions are audible. That is why 'Tim in the Midwest' and other radio enthusiasts can pick up the two stations.

The new VOK frequencies have also clashed with other radio stations that transmit at the same time.



At the end of this VOK transmission the new frequencies are read out. This includes 11635 Kilohertz.
