The Democratic People's Republic of Korea (DPRK) has released the 16 fishermen it had kept in detention since May 5, the People's Daily quoted an official from the Chinese Embassy in DPRK as saying early Tuesday.

No further details from the embassy were available by press time.

Yu Xuejun, owner of the detained ship, also revealed that he received a call from the ship's captain at 3:50 a.m. Tuesday informing him of their release, according to latest reports.

"The DPRK released our ship and crew and we are about to return," Yu quoted the captain as saying.

According to media reports, private fishing boat "Liaoning Generic Fishing No. 25222" from Dalian City in northeast China's Liaoning Province was seized by the DPRK side, which demanded a ransom of 600,000 yuan (96,774.2 U.S. dollars) on May 5.

Yu called the the Chinese embassy for help on May 10.

US to carry out postponed missile test

The US military is to carry out a long-range missile test. It postponed the test last month to avoid provoking North Korea.

Officials announced Monday they will fire from a western Californian base on Tuesday between 3 AM and 9 AM.

They plan to send an intercontinental ballistic missile about 6,800 kilometers to a target near the Marshall Islands in the Pacific.

The US military routinely carries out the procedure about 3 times a year to verify performance.

Defense Secretary Chuck Hagel canceled the test last month days before the scheduled date amid rising tensions on the Korean Peninsula.

Pentagon officials have now gone back to business in a sign the North Korean situation is cooling.

Maintaining peace and stability on the Korean Peninsula conforms with the aspirations of the people in the region and is in the common interest of all concerned parties, he said.

He called on all sides to ease tensions, improve relations and solve problems through dialogue in order to maintain peace and stability on the Korean Peninsula.

A report by a U.N. panel of experts said increasingly tough financial sanctions have significantly delayed the expansion of Pyongyang's nuclear program, according to Reuters.

Responding to a question regarding the report, Hong said China has always stood for dialogue and consultation in promoting denuclearization and maintaining peace and stability on the peninsula.

Relevant resolutions of the UN Security Council should be implemented strictly, he said, adding that as a permanent member of the UNSC, China has performed its duties faithfully in this regard.

N. Korea appears to be winding up short-range projectile launches: Seoul source
SEOUL, May 21 (Yonhap) -- North Korea appears to be winding up a series of shore-to-sea weapons tests as a four-day sailing ban it had imposed on the sea off its east coast was coming to an end on Tuesday, a South Korean government source said.

North Korea last week declared a portion of the sea off the Korean Peninsula's east coast off limits to ships from May 18-21, during which it test-fired a total of six short-range "projectiles" believed to be missiles or rockets.

Seoul officials said the North's short-range "projectiles" were launched into waters in a northeasterly direction, away from South Korea. They estimated the range of the projectiles to be up to 150 kilometers.

"Now some vessels are sailing through the area (designated in the sailing ban) and given that, the country seems to have winded up short-range projectile launches," the source said.

The source said the four projectiles fired over the weekend traveled about 120 kilometers, while those fired on Monday flew as far as 150km. The last two projectiles could possibly be fired from 300-millimeter-caliber multiple rocket launchers, which the North is reportedly developing.

The South Korean government is studying whether the projectiles fired by the North included large-caliber rockets with a longer range that can reach beyond Seoul. The South Korean capital is less than 50 kilometers from the border.

"South Korean and U.S. intelligence authorities are now analyzing it," Defense Ministry spokesman Kim Min-seok said in a briefing on Tuesday.

Kim reiterated the government's stance that the recent launching activities by the North is "an element of threats to the stability of the Korean Peninsula."

The North has recently toned down its bellicose rhetoric, Kim said, adding that the South had detected no new North Korean response to to the U.S.' plan to test-fire its Minuteman III intercontinental ballistic missile on Tuesday.

Wang: N.Korea on US-China summit agenda

China's Foreign Minister Wang Yi has stressed the importance of the forthcoming US-China summit.

Wang was speaking in New Delhi on Tuesday.

Chinese President Xi Jinping will meet President Barack Obama next month in California. This will be Xi's first visit to the US as President.

Wang said the summit is important not just for China and the US, but for regional and global peace and stability. He said the leaders will talk in depth about issues of mutual interest and draw up a blueprint for future relations.

Wang said the two countries' leaders can discuss any issue, including developments in North Korea. 4 leading Chinese state banks have frozen transactions with North Korea.

Wang emphasized China's role in the recent decline in tensions on the Korean Peninsula after a series of North Korean threats and provocations. He said the situation did not become critical due to the efforts of the countries concerned, and China in particular.

Japan may seek resumption of talks with N.Korea

Japan may seek to resume regular talks with North Korea to resolve the issue of past abductions of Japanese nationals by North Korean agents.

Chief Cabinet Secretary Yoshihide Suga said on Wednesday that Prime Minister Shinzo Abe is determined to resolve the abductions issue. Suga said the government will explore every possibility of negotiating the issue with North Korea.

Suga was indicating the government may work to resume the intergovernmental talks that have been suspended since November.

Referring to the recent visit to North Korea by Cabinet advisor Isao Iijima, Suga confirmed the visit had Abe's prior consent.

The government spokesman declined to comment on the reported visit to China on Wednesday by Choe Ryong Hae, a close aide to North Korean leader Kim Jong Un. But he said it is good that the 2 countries are having a dialogue.

That's probably a bigger deal than it is being made out to be, and shows China is not very happy with their rogue puppet. I have to wonder if some backroom talks are going on, as things are just so quiet.

Japan, US, S.Korea to hold defense talks

The Japanese government is seeking to set up a meeting with US and South Korean defense ministry officials next month. They want to discuss the North Korean issue.

Japanese government officials say they are adjusting schedules so that Japan's Defense Minister Itsunori Onodera can hold talks with US Defense Secretary Chuck Hagel and South Korea's Defense Minister Kim Kwan-jin in Singapore on June 1st on the sidelines of an annual Asian security conference.
Defense ministers from about 30 countries will attend the conference.

They are expected to discuss how to deal with North Korea and to stabilize the situation in East Asia. Tensions in the region have been increasing since the North launched ballistic missiles in December and conducted its 3rd nuclear test in February.

Government officials say they have also contacted South Korea about holding bilateral talks between their defense ministers.

Relations with South Korea have been strained recently over the 2 country's interpretations of history and the recent visit by Japanese cabinet advisor Isao Iijima to Pyongyang. South Korea's foreign ministry expressed concern over the visit, saying it would not help the international effort that is needed to deal with North Korea.

N.Korean envoy visiting China

A North Korean special envoy has met with a senior Chinese communist party official in Beijing.

Choe Ryong Hae held talks with the Communist Party's International Department head Wang Jiarui in Beijing on Wednesday.

Choe Ryong Hae is the director of the General Political Bureau of the Korean People's Army.

The North's state-run media reports that the 2 sides exchanged views to further strengthen and develop bilateral relations.

The officials are believed to have discussed the situation on the Korean Peninsula, which has been tense ever since the North fired what it called a satellite-carrying rocket in December. Japan, the United States and South Korea say it was, in fact, a long range ballistic missile.

The 2 are also thought to have exchanged views on frayed bilateral relations due to China's imposition of its own financial sanctions against the country.

The move comes just after Japan's special envoy to Prime Minister Shinzo Abe visited Pyongyang last week for talks with senior North Korean officials. They are thought to have discussed the abduction of Japanese nationals and other unresolved issues between the 2 countries.

The North Korean envoy will possibly meet China's President Xi Jinping to directly convey a message from leader Kim Jong Un.

Observers say that the North is trying to drive a wedge between countries involved in the 6-party framework including the United States and South Korea.

China and the United States are scheduled to hold a summit meeting next month.

Kim Kyok Sik is back as N.Korean military chief

Former North Korean Defense Minister Kim Kyok Sik appears to have been re-appointed as the country's military chief.

He was dismissed as defense minister on May 13th, 7 months after he assumed the post.

On Wednesday, North Korean state-run media introduced him with the title of Chief of the General Staff.

He was the highest-ranking official among people who were at Pyongyang's airport to see off Choe Ryong Hae, the General Political Bureau Director of the Korean People's Army.

Choe left for Beijing as a special envoy of the country's leader Kim Jong Un.
Kim Kyok Sik served as chief of the general staff for about 2 years until 2009. Earlier this year, he was named as an alternate Political Bureau member of the ruling Korean Workers' Party and a member of the National Defense Commission.

It's not known why Hyon Yong Chol was replaced as military chief, just 10 months after his appointment.

This is the second replacement of the military chief under the Kim Jong Un leadership. But the re-appointment of the same person is unusual, as is re-appointing a 75-year-old man, which goes against the trend of revitalizing the North's leadership.

Some observers say hard-liners may be increasing their influence within the military. As defense minister, Kim is thought to have led the 2010 sinking of a South Korean warship and the shelling of the South's Yeonpyeong Island the same year.

S.Korea unveils new indigenous helicopters

South Korea's military has exhibited its first indigenous helicopters.

The South began deploying the new utility helicopters called Surion, which it developed at a cost of more than a billion dollars.

The helicopters were unveiled on Wednesday at a ceremony attended by South Korean President Park Geun-hye.

The Surion helicopter's cockpit is equipped with 4 monitor screens showing navigation and the craft's surroundings.

The infrared radar system enables the chopper to carry out military operations in bad weather or in mountainous districts.

It can fly continuously for 2 hours and 30 minutes carrying 9 fully equipped soldiers.

President Park wore Army windbreaker at the ceremony. She said North Korea is continuing threats of provocations and launching short range missiles, while rejecting South Korea's proposals for dialogue. She said this is why her country has to establish a firm defense posture.

South Korea plans to deploy 200 of the Surion helicopters within the next 10 years.

NHK's correspondent in Seoul says the South Korean military wants to show that its response to North Korean localized provocations will be strengthened by deploying the Surion helicopter.

S. Korea's security law hampers free speech: Amnesty
SEOUL, May 23 (Yonhap) -- Amnesty International criticized South Korea's draconian security law Thursday for restricting freedom of expression and association in the country due to the increased application of the law.

In its annual report on the state of the world's human rights involving 101 countries, the non-governmental global rights watchdog also said human rights violations persist in North Korea's horrendous concentration camps.

Expressing concern about South Korea's National Security Law (NSL), Amnesty International said it is being "increasingly and arbitrarily used to curtail freedoms of association and expression."

The NSL, which defines North Korea as an "anti-state entity," strictly bans its people from contacting North Korean agents and from organizing or engaging in pro-Pyongyang activities that attempt to spread or promote the communist country's political ideas.

"Law enforcement authorities used vaguely worded clauses of the NSL to detain for questioning and/or charge 41 people. NSL provisions continued to be used to control online debate on North Korea," the report said.

As tell-tale examples of violating the freedom of expression, Amnesty cited a series of workouts last year by journalists and media workers here, and the Greenpeace case where its six staff members were denied entry into Incheon International Airport in what they called the Seoul government's attempt to prevent anti-nuclear criticism.

Amnesty also pointed out that workers' rights remained under threat as long-term labor disputes went unresolved.

As a case in point, it mentioned the long-running labor troubles of Ssangyong Motor Co., South Korea's smallest automaker, which stemmed from bankruptcy protection and a subsequent strike against mass layoffs in 2009. At that time, some 1,900 Ssangyong employees chose to retire, 159 were dismissed and 454 took unpaid leave.

In regards to North Korea, Amnesty pointed to its "widespread systematic human rights violations," caused by persistent food crisis and prison camps where "extrajudicial executions, forced labor and torture and other ill-treatment" take place.

"Hundreds of thousands remained arbitrarily detained, or held for indeterminate periods without charge or trial in political prison camps and other detention facilities," it said in its annual report.

"Detainees faced systematic and sustained violations of their human rights ... There were reports of executions, including of those purged in the leadership transition," it said.

As an example, Amnesty mentioned the case of Kenneth Bae, the 44-year-old U.S. national of Korean origin, who has been sentenced to 15 years of hard labor for an unspecified crime. North Korea has accused him of attempting to overthrow the North Korean regime.

Severe restrictions on the rights to freedom of expression, association, opinion and assembly persist, with the media remaining under strict control, Amnesty pointed out.

Japan files protest over S.Korean editorial

Japan has issued a protest with a major South Korean newspaper over a commentary that describes the 1945 US atomic bombings of Japan as divine punishment.

The Japanese Embassy in Seoul expressed a strong objection to the JoongAng Ilbo paper on Tuesday.

In a column published in Monday's edition, an editorial writer said the bombings were divine punishment and human retaliation.

The writer claimed that the atomic bombings were revenge for the victims of Japan's "Unit 731" biological warfare research team that operated in China during World War Two.

The article mentioned that Prime Minister Shinzo Abe recently posed inside a T-4 jet marked with the number 731, which was the same number as the research team, during his recent visit to an Air Self-Defense Force base in Miyagi Prefecture.

South Korean media are reacting sharply to Abe's remarks on historical issues as well as a high-profile opposition leader's controversial comments on Japan's war-time military brothels.

Japan's Chief Cabinet Secretary Yoshihide Suga told reporters on Thursday that the article was disgraceful.

He said that Japan, being the world's only country to have suffered nuclear attacks, will never tolerate such views. He added that it is important for the people of both countries to stay calm.

N.Korea willing to talk with relevant nations

A North Korean special envoy has stated his country's willingness to hold a dialogue with relevant nations to ease tensions on the Korean Peninsula while striving to mend ties with China.

Choe Ryong Hae met Liu Yunshan in Beijing on Thursday. Liu is a member of the Standing Committee of the Political Bureau of China's Communist Party.

Choe is the director of the General Political Bureau of the Korean People's Army. He arrived in China on the previous day as special envoy of North Korean leader Kim Jong Un.

China's state-run media say Liu conveyed Beijing's hope to develop friendly relations with Pyongyang.

Liu called for relevant countries to adopt substantial measures to ease tensions, actively establish dialogue and restart the six-party talks as soon as possible.

Choe said North Korea highly appreciates the effort that China has made in maintaining peace and stability on the peninsula as well as promoting dialogue.

He said North Korea hopes to concentrate on developing its economy and improving people's livelihoods. He added that Pyongyang is ready to create a peaceful external environment to facilitate those goals.

Pyongyang's envoy is expected to meet Chinese President Xi Jinping during his stay in Beijing. He is likely to deliver Kim Jong Un's message to Xi which would notify North Korean's policy to reconfirm its friendly ties with China and ease tension on the Korean Peninsula through dialogue.

Suga: Japan to watch N.Korea with US, S.Korea

Japan's Chief Cabinet Secretary has indicated that Japan will closely monitor North Korea, following its senior official's expression of willingness to hold a dialogue with relevant nations on easing tensions on the Korean Peninsula.

China's state-run media say a special envoy of North Korean leader Kim Jong Un, Choe Ryong Hae, told a senior Chinese Communist Party official, Liu Yunshan, in Beijing on Thursday that the North is willing to hold a dialogue with relevant nations, while striving to mend ties with China.

Yoshihide Suga said to reporters in Tokyo on Friday that it would be seen as a positive move if the North stops its provocative behavior and shows steps toward dialogue.

He explained that Japan's basic policy toward the North is dialogue and pressure. He said that the window for talks is always open.

Suga said seeing the North take concrete actions toward denuclearization would be the condition for a dialogue.

He said Japan will coordinate with the United States, South Korea and other countries on the issue.

Separately, Foreign Minister Fumio Kishida told reporters that no detailed schedule has been set for negotiations between Japan and North Korea. The talks have been suspended since last November.
