All the members of the Party for Free Motherland of Brazil are joining the DPRK in celebrating this significant day and extend congratulations to Kim Jong Un who inherited the grit and the cause of just struggle of Kim Il Sung and leader Kim Jong Il.
We congratulate you on the 101st birth anniversary of Kim Il Sung and hope the Korean people would resolutely shatter the vicious war moves of the U.S. imperialists against socialist Korea.

SEOUL, April 21 (Yonhap) -- North Korea has recently moved two additional missile launchers believed to be for Scud missiles to its east coast, a military source familiar with the matter said Sunday, in yet another sign of preparations for a missile launch at a volatile time on the Korean Peninsula.

According to intelligence authorities, the North in early April moved two mid-range Musudan missiles to Wonsan, and placed seven mobile missile transporter-erector-launchers (TEL) in Wonsan and South Hamgyeong Province at its eastern coast.

Up date of little Un's toy chest

April 22, 2013 U.S. Expert Says N.Korea May Conduct More Nuclear Tests

North Korea could conduct its fourth nuclear test in weeks or months, said Dr. Siegfried Hecker from Stanford University, the last U.S. expert to visit the Yongbyon uranium enrichment facility, according to Radio Free Asia on Friday.

He made the comments during a seminar at the Vienna Center for Disarmament and Non-Proliferation held in Austria on Thursday and also discussed the North’s technological capabilities.

The North "would likely need several more tests to be able to make one small enough for a missile and have sufficient confidence that you can put a nuclear weapon on a warhead," he speculated.

Hecker visited the previously secret uranium enrichment facility in Yongbyon at the invitation of North Korea in 2010.

The North's "nuclear arms still are probably primitive" and its technology is not yet developed enough to mount nuclear weapons atop an intercontinental ballistic missile, he said.

The most serious possible threat would be delivery of a nuclear bomb by boat. "That would be the simplest delivery mechanism. However, it is very difficult to pull that off," he added.

Something that might or might not be related. I rather give the info just in case. I figure better be wrong than quiet.
i will be translating the important bits form an italian news site, the link will be at the end in case any italian speakers want to give their 2 cents.

"From the US we are seeing a change from Obama's original plan for nuclear disarm, in fact the pentagon is going to spend 11 billion dollars to modernize the 200 B61 tactical nukes held in europe and turn them into guided atomic bombs that can be released form the controversial F-35.
[...]
These bombs are from the 1960s they weigh 320 Kg are 3,25 meters long.
The maximum power of these devices is 340 Kilotons but the ones in italy (70) are all in the 50 kilotons range.
The 200 bombs should be all update in 2019 or 2020 and will all be used on the F-35 bombers

some additional info from the article.
2.443 F-35s are being built for a total of 323 billion dollars. Italy is buying 90 of those.
Even though the idea was of nuclear disarm, bringing the old ones up to date doesn't violate the 2010 disarm promise.

Link:
www.repubblica.it...

Like i said, not sure what to make of it, 2019 is a long way down the road, but of course some can be ready much sooner, hell for all we know they might have been working on this for a while and only made it public now.
it just struck me as odd that with the current "tension" and all this nuke talk by north korea, america is bringing some old nukes up to date.

Korean Peninsula war not happen: Cambodian PM

PHNOM PENH, April 22 (Xinhua) -- Cambodian Prime Minister Hun Sen predicted Monday that the war on the Korean Peninsula would not happen, saying that his decision not to evacuate laborers, students and diplomatic personnel from South Korea was correct.

"Even though the situation on the Korean Peninsula remains tense, no fighting will occur,"the premier said during the inauguration of new achievements in a Buddhist pagoda in the eastern Prey Veng province.

"If we evacuated our laborers from South Korea when escalated tensions between the two Koreas happened earlier this month, now, maybe, we could not seek jobs for our people in South Korea anymore because we ran away when there was nothing happened,"the premier said."The government's decision not to evacuate them at that time is right."

“I should visit China to discuss North Korea issues,” Park was quoted as saying by multiple lawmakers who attended the dinner. “I will likely go to China after my U.S. trip.”

N.K. cabinet discuss int'l sanctions, economic developments

Published : 2013-04-22 20:33
Updated : 2013-04-22 20:33

North Korea said Monday its Cabinet has held an extended meeting to discuss the effect of international sanctions imposed on it and ways to develop its economy through stepped-up exchanges with the outside world.

North Korean policymakers deliberated on goals set by leader Kim Jong-un last month that called for simultaneous development of the country's nuclear capabilities as well as its economy as a whole with focus on the light industry, said the Korean Central News Agency in a report, monitored in Seoul.

They also evaluated growth in the first three months of this year and reviewed policies for the second quarter, it said.

"The cabinet outlined policies that can be followed to improve the country's economic exchanges with the rest of the world and break up plots by the United States and its supporters to carry out underhanded sanctions," the KCNA report said, adding that officials called for creating conditions favorable for the building of an economically strong nation.

The meeting was attended by Prime Minister Pak Pong-ju, the report said. Pak, an economic technocrat, was appointed to the post earlier this month. (Yonhap News)

With foreign media painting a doomsday scenario

“North Korea’s war plan”; “Warning to South Korea: You’ll get 45 seconds’ notice of artillery strike”; “Pondering unthinkable: Korean war.” These were just some of the headlines foreign media used in the midst of North Korea’s latest barrage of belligerent rhetoric directed at Seoul and the United States. Such was the nature of much of the coverage for which foreign observers with only a cursory knowledge of inter-Korean relations could have been forgiven, in assuming the peninsula was on the brink of war.

Perhaps unsurprising, then, were the results of a Gallup poll carried out among Americans earlier this month. In it, 43 percent of Americans said they believed a North Korean attack on the South was “likely” in the next six months, while 28 percent saw military action against the U.S. as equally plausible. Foreigners’ jitters were also manifest in recent weeks in dips in the local stock market and significant drops in tourist numbers. The latest posturing, of course, was nothing new, even if it was particularly aggressive.

China-US shared interests emphasized

Beijing and Washington have the responsibility and shared interests to maintain stability and peace in the Asia-Pacific region, a high-ranking Chinese military officer said on Monday.

"China and the United States should enhance coordination and cooperation to appropriately handle hot issues and deal with potential crises in the region," Fang Fenghui, chief of General Staff of the People's Liberation Army, said at a news conference after meeting Martin Dempsey, chairman of the US Joint Chiefs of Staff in Beijing.

Dempsey arrived in the city on Sunday afternoon for a five-day visit.

He told reporters that stability and prosperity in the region benefit all.

"Stable, reliable and continuous military-to-military relations are the central part of our overall relationship between the United States and China," he said.

It was the first high-level meeting between the two militaries since US President Barack Obama began his second term and China completed its leadership transition.

Dempsey also expressed sadness over loss of life in the magnitude-7 earthquake that hit Ya'an, Sichuan province, on Saturday, and gave high marks to the quick response and performance of PLA soldiers in rescuing people among frequent aftershocks.

Fang said he and his counterpart had candid discussions on traditional and non-traditional security issues during meetings on Monday afternoon, and also exchanged views on Taiwan, the Diaoyu Islands and the Korean Peninsula.

Fang announced the two armies will conduct a humanitarian disaster-relief exercise in 2013 and the two navies will have another anti-piracy exercise in the Gulf of Aden this year.

Dempsey is expected to meet other high-ranking political and military officials on Tuesday, sources said.

Dempsey's itinerary also includes visiting two top Chinese military academies in Beijing, including the National Defense University of PLA.

Although it was his first visit to China since taking office in 2011, Dempsey and Fang contacted each other by telephone in March, when the two sides vowed to cement military ties.

Zhao Xiaozhuo, deputy director of the Center on China-America Defense Relations at the PLA's Academy of Military Science, said stable military ties based on mutual trust will not only benefit the two countries but also regional stability.

Neither the Chinese nor US side is satisfied with their off-and-on bilateral military relationship in the past 20 years or more, he added.

With new leadership in both countries' militaries, Dempsey's visit will be an opportunity for military officials to enhance communication, Zhao said.

The two countries have had relatively frequent military exchanges in the past two years.

Former US defense secretary Leon Panetta paid his first visit to China in September.

President Xi Jinping visited the Pentagon during his visit as vice-president to the US in February 2012.

China-US military relations have remained stable in the last two years as the US has not sold arms to Taiwan, Zhao said.

N. Korea seen to forgo troop parade on armed forces day
SEOUL, April 23 (Yonhap) -- North Korea appears unlikely to hold a massive military parade to mark the 81st anniversary of its armed forces after it raised tensions by conducting a nuclear test in February, a Seoul official said Tuesday.

"The North doesn't seem to be taking any noticeable actions to mark the birthday of the Korean People's Army (KPA) that falls on Thursday," the official at the Ministry of Unification said. "Pyongyang may be paying more attention to what it calls the Victory Day holiday set for July 27."

KPA's foundation day is celebrated because the North's first leader Kim Il-sung is said to have created an anti-Japanese partisan group in 1932 that laid the base for his rise to power. The war victory day marks the signing of the Armistice Agreement that ended the three year Korean War (1950-53), which the North sees as a victory for communist forces.

CTBTO: N.Korea's 3rd nuclear test confirmed

An international monitoring agency says it has detected radioactive materials believed to have come from North Korea's 3rd nuclear test in February.

The Vienna-based Comprehensive Nuclear Test Ban Treaty Organization made the announcement on Tuesday at a briefing for its member countries.

The agency said that an observatory for atmospheric radioactive materials in Gunma Prefecture, central Japan, detected radioactive xenon in the air on April 8th and 9th.

It also said the same substance was detected at a similar monitoring facility in Russia's far eastern city of Ussuriysk.

The monitoring agency said the xenon was likely to have come from North Korea's 3rd nuclear test, as it was emitted as a result of nuclear fission on February 12, the day the North conducted the test.

The CTBTO also said the monitoring data alone is not enough to determine whether North Korea used enriched uranium or plutonium in the most recent test.

The agency maintains 285 observatories around the world that monitor 24 hours a day atmospheric radioactive materials released from nuclear tests.

It detected radioactive materials from North Korea's first nuclear test in 2006, but it failed to detect any from the North's second test in 2009.

That's the weirdest piece of news I've ever read about North Korea.

I don't understand - why on Earth wouldn't they be holding their military parade celebrations???

What people don't seem to realize is that we should actually be worried/concerned this time. If they were to hold the military parade and carry on their rhetoric, it'd be "same old, same old" and we'd drink our tea and laugh at the little North Korean leader trying to extort one gazillion dollars from the UN!

And yet, the smile is wiped off my face when, lo and behold we're told that North Korea is NOT to hold its big military parade celebrations - that is very worrying; very worrying. This state lives on propaganda and its projection at home of military might.

Thus, the question we should be anxiously asking ourselves is: "Why?" Why on Earth is North Korea not holding their signature military parade celebrations??

(LEAD) Powder sent to defense minister turns out to be flour
By Kim Eun-jung
SEOUL, April 23 (Yonhap) -- A suspicious white powder sent to the South Korean defense minister on Tuesday turned out to be wheat flour and an investigation was underway to determine who was behind the act, military officials said.

Earlier in the day, Defense Minister Kim Kwan-jin received a parcel containing a threatening letter and white powder, in what the ministry called "an attempted act of terrorism" against the defense chief.

The parcel, which was sent days after hundreds of leaflets threatening Kim were distributed near the ministry building, sparked security concerns for military leaders who have pledged to sternly respond to any provocations from North Korea.
the questions is whom and the why is known , also from the link

Hours later, the investigators concluded the powder was wheat flour and the letter was the same leaflet distributed near the ministry early Friday morning. The letter threatens to "punish" Kim if he dares to challenge North Korea's "highest dignity" and instigate war.
seems that this might back fire, for it is from North activist SK might do something or not.

N.K. tension could be prolonged
Pyongyang rejects denuclearization talks, insists on arms reduction

North Korea’s rejection of dialogue over its denuclearization is expected to prolong its war of nerves with the South and U.S. despite stepped-up diplomatic efforts by the allies and China to defuse tensions on the peninsula.

Indicating future negotiations with the allies should proceed on the premise that the North is a nuclear power, the Rodong Sinmun, the ruling Workers’ Party daily, said last week Pyongyang would join talks only over arms reduction.

The allies have maintained that the North should first show its sincerity over denuclearization and refrain from further escalating tensions before any political and economic assistance is offered to it.

“Seoul and Pyongyang, and Washington and Pyongyang… they remain poles apart over the agenda or purpose of future talks,” said Yoo Ho-yeol, a North Korea expert at Korea University.

“By ratcheting up pressure on the North to show any signs of its willingness to renounce its nuclear program, the parties involved could forge the conditions for sincere talks to resume.”

Apparently to forge the atmosphere for dialogue over the provocative state, Beijing has ratcheted up diplomatic efforts to bring its communist ally back to the negotiating table.

On Monday, China’s top nuclear envoy Wu Dawei and Glyn Davis, Washington’s special representative for North Korean policy, met to discuss the North Korea issue. Reports said Wu Dawei stressed the need for the six-party denuclearization talks to resume.

Seoul’s Foreign Minister Yun Byung-se is also to fly to Beijing for talks over North Korea.

Pyongyang is reported to have recently shown its willingness for talks with Beijing, sparking speculation that Wu Dawei might travel to Pyongyang after his visit to Washington.

The Chinese diplomat could help deliver Washington’s position to the North and seek to bring the North and other parties to a fresh round of denuclearization talks. But uncertainty remains over the prospect of the talks as the North remains adamant that it will not give up nuclear weapons.
that and it will give me more room to add my 2cents in, when i have 2 cents to put in.... can i get one back for it seems this is all it is worth , one cent.
