Yes, a hospital may refuse to perform a test if an individual does not have the means to pay. Hospitals are required to "stabilize" an individual in an emergency situation regardless of ability to pay, but are not required to provide testing on an elective basis for those who cannot pay for them and may require the entire cost of the test up front.

I'm no fan of Obama - I truly believe he sold out. However, he is a great improvement over other recent presidents in terms of intelligence, dignity and style.
I truly believe, whatever any one says - it's racisim pure and simple. Or rather - not so simple anymore. US bigots have gotten more savvy and it is more classist these days. Whatever it's called it come down to good ole USA racism.
