I am curious how this does not fall, in general due to various state laws and their wording, of blackmail.

Good luck proving the sheriffs are failing to enforce whatever law, that would require that somebody complains about such action. If the people don't complain, then how are any higher-ups going to be any wiser on the matter?

I know that doing 70MPH on a 55MPH highway isn't exactly legal, but if the sheriff goes past while doing 80 with nothing more than a casual nod, apparently he can pick and choose which laws to enforce. Particularly when no real harm is done other than violation of a law in the strictest sense. If nothing really being done that violates the intent or character of the law, then you're not going to see too many people complaining about lack of enforcement. (Such as the intent of the speed limit being there for public safety, but often it's quite safe in practice to go faster than what is officially allowed. Enforcing such law for its own sake in that case just unnecessarily wastes resources.)

Back on topic... If such a law is enacted, the sheriff may not publically boast about what he chooses to enforce. (Just can't rub it in the faces of the higher-ups anymore.) But it's still very unlikely anything will be done in regards to enforcement when it comes to laws on the books that have bad character, ill intent, or are otherwised outdated or biased in favor of those other than the public which that sheriff serves. (This is also likely one of the reasons he was voted into the job in the first place.)

So the only thing this law does is try to make some parts of government look more important than they are, while certain legislators are puffing up and trying to be more important than they are.

Yvonne Davis is another one of the South Dallas idiots that love to scream about nearly anything. I get so tired of hearing how they believe the "white man" wakes up every morning thinking "hmm. how am I gonna screw over the darkies today?".Meanwhile, they shaft their own people at every corner....and get away with it!!!! It gets old.

I think this is wrong. These Sherriffs are trying to do what they believe is right, which is to uphold the Constitution of the United States, which they believe is being attacked by the new gun control laws the various states are trying to propose. And being as they are locally ELECTED law enforcement, it seems a simple matter that if the LOCAL general populace doesn't agree with them, they simply won't re-elect them. To me this seems more of an attempt by government to force feed the public laws and remove any opposition that stands in their way.
