Shooting on Quantico Marine Corps Base; Suspect Barricaded

PRINCE WILLIAM COUNTY, Va. (WUSA9) -- One person has been shot and the suspect is barricaded at Marine Base Quantico, officials said.

It happened at approximately 11 P.M. at Marine Base Quantico, according to, 1st Lt. Agustin Solivan.

A person believed to be a male marine shot another person on the main side of the base, near the Officer Candidate School, Solivan said in phone interview.

It's breaking news. I'm watching for more before I head to bed but I thought at the very least it's a heads up to everyone that this is happening.

Residents were being told to stay inside their homes and the base was under Force Protection Delta, meaning all base operations halt except for security.

Delta is the highest level under four terrorist threat levels used by military bases.

According to the Department of Defense, “this condition applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is likely.”

It sounds like it's shaken them up quite a bit. The local residents have also been told to stay indoors as the rest of this story indicates.

Raised to terrorist levels?

A Marine shoots another and it's a terrorist action? There has to be more to it than what we are seeing because after this on the streets, anyone shooting someone else can be labeled a terrorist. And we all know what rights someone labeled a terrorist has now. None whatsoever.

I'm just trying to connect the dots here. Either it is a terrorist attack or it's not. Before 9/11, this was just called an altercation, murder, murder .. by someone going postal. Now it's terrorist activities. I don't know how yet but soon anyone with a gun is going to be labeled a terrorist.

Force Protection Condition Delta or "D" is a set of security measures and is not in itself a conformation of anything.

It just means no one leaves the base without explicit authorization, and no one enters without themselves and their belongings and/or vehicle being searched.

A reasonable response when dealing with an active shooter.
It doesn't mean anyone is a terrorist or a terrorist act has been committed.

Seems pretty clear in the wording tho:



“this condition applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is likely.”


"Has Occurred" and "Is Likely" seem very much to the point. My question is what made this situation be labeled either a definite or likely "Terrorist" action when all they had was a report of gunfire and one person down at that time.

Seems overkill in throwing out the "Terrorist" label without knowing something.

Or is it just a convenient brand now?

The "terrorist" language in the description is mostly due to budget purposes.

Back in 2005 or so, there was a large budget available for anything "anti-terrorism" so you would throw in that type of wording and you could access a separate budget outside of your allocated Dept. of Defense funds. It was just gaming the game in order to fund stuff your unit otherwise would be unable to afford.

The wording about "terrorism" isn't labeling them a terrorist, it's just the lexicon of the "THREATCON" procedures.
