A 79 degree magnetic vector with 15E compensation from Van Nuys VOR out 16 miles translates to
N34 12 10.3 W118 10 16.3. In other words, out by Jet Propulsion Laboratory (JPL). The UAV will be flying no higher than 200ft above ground level. Time of test from 1900UTC (12 local) until 0200UTC (7PM local) from 3/21/2013 until 3/22/2013. [1303230200 is actually on the preceding day).

So I guess if you are in socal, you have one day to see what they are flying. Say hello to Penny, Sheldon, Leonard, and Howard for me. ;-)

It is a NOTAM, as in "notice to airmen."

The NOTAM give the location. From Google Earth/Map, it is obviously by JPL.

Think OSINT (open source intelligence). If it is flying where civilians will encounter it, there has to be a NOTAM. UAV testing, fire fighting, crash recovery, presidential visit restrictions, etc. Doing a bit of research on NOTAMs, government contracts, etc. is far better than getting information off of some blog, If I post some information, it is generally from OSINT, SIGINT, or trusted HUMINT. And HUMINT better have some photos or video! Probably 90% of what I get from HUMINT can't be verified. The tip might be true, or it could be something along the lines of Dulce or Lazar BS.
