Flying that low and that fast... There weren't any civilian aircraft in that area were there? (Any flight restrictions posted during this accident to clear airspace?) Given what looks like farm fields at the crash location, there's even a chance that somebody was flying an ultralight from a private field with no transponder...

Now factor in the jet flying at an altitude less than 1000ft above ground level, doesn't give for much reaction time when closing in around 600MPH on an unexpected aircraft which also normally flies at low altitude. There's a chance the crash may have been from a situational awareness failure.
