Well, that kind of rally and speeches are not that unusual.

Chosun is a TV from South Korea, looks like they are broadcasting. I suppose because of the first links you sent.

But broadcasts from North Korea are not uncommon, there`s an archive here lol

Here is the article in the ''The New York Times'': link

"With their targets set, our intercontinental ballistic missiles and other missiles are on a standby, loaded with lighter, smaller and diversified nuclear warheads," said Kang Pyo-yong, a three-star general and vice defense minister of North Korea. "If we push the button, they will blast off and their barrage will turn Washington, the stronghold of American imperialists and the nest of evil, and its followers, into a sea of fire.” His comment, made during a speech before a mass rally in Pyongyang on Thursday, was carried by the North’s main party newspaper Rod ong Sinmun on Friday.

Now we KNOW he's full of it...he doesn't have an ICBM that can hit Washington DC. Washington state...maybe (and that's only IF the NK-08 can live up to it's hype)....but not DC. Perhaps the fearless leader is confused with there being two different "Washingtons"?
