Congress would literally need to pass a budget to be able to cut spending to specific things. If people think for a moment, it's been several years
since the games of defunding petty things to get back at people have even been mentioned, let alone the defunding of specific things of importance.
It's because the last budget to pass this government was written under George Bush, carried over to 2009 under Obama and passed by the Pelosi/Reid
Congress. Everything since has been stop gap, Deem/Pass or other budgetary tricks to keep the money flowing to the agencies that run the Government
without the formal guidelines or LIMITS of a budget.
Quite a deal, isn't it? It's how we went from controlled deficits of 500 billion or less under Bush to 1+ trillion every year so far and 2013 ought
to be closer to 2 trillion by my figuring so far.
So, to answer the main thread question ... They can't really line item out something like ammunition when there is literally no line item to scratch
at their point of things right now.
