I'm pretty sure this didn't happen in America. I believe it's in Canada.
This time in Trois Rivières , Quebec, Canada, a man suspected of robbing a pharmacy was flees from the police on foot then he decides to give up and lays down in a surrendered position.

That's not really a punishment, if anything its a vacation. They should be suspended for a month without pay.

Actually in Canada it is really hard to make money from a personal injury claim. That is why you will find that in Canada we don't tend to sue as much. A person would have to really prove that they are substantially injured. The Gov't has caps on the amount of money that you can be awarded for injuries, so you don't generally hear about many people getting a lot of money from injury claims. To get any considerable amount you have to pretty much be paralyzed, lose a limb, be in a coma or have some other considerable damage. What the Canadian Gov't considers a "soft tissue injury" I believe is capped at somewhere between 2 and 5 thousand dollars. Hardly even worth taking to court. I would probably say the best this guy that got beat by the cops can hope for is , that the cops get fired. He on the other hand will still go to jail. The only time anyone makes good money is if they are wrongly convicted and spend a good part of their life in prison. Even then it usually isn't enough to make up for that lost time. We're Canadian , what can I say?

Could they have just cuffed him at that point? Yes. Could he have shot cops in the face when he was on his knees taking aim? Yes.
He was on the edge of shooting it out...a man in Detroit last year didn't even have a gun and was shot multiple times by a few officers in a parking lot.
Unfortunatly you're right, there is no need to produce fakes, as there is so much police brutality that there is no need. You're also right saying if you make little piggy run, little piggy is going to be angry. and as the vast majority of little piggies are so out of control of their actions and hold the public with such contempt, they will beat you until you are dead, as they see it as a right. Just another way of saying that these people have no morals, no control and are barely human.

I've known a few cops in my day. Some are or were relatives. They will beat you if you make them give chase. No if, and, or but about it. Bar none, if you run you are getting manhandled.
Doesn't matter that he surrendered, he made them chase. Which makes them royally pissed. It isn't right, but that's how it is.
There is so much evidence, proof even, of police brutality, why would anyone bother to produce a fake?
