If this has nothing to do with that then please define these specific powers states should be granted over American citizens.

States rights means that the states are sovereign. Like the states in the european union are now. That's how america was when it was founded.

There was a time when the purpose of Congress was to insure and protect the interest of the people back home. The Federal Government was a tool of the people not the Master. What Barack Obama and his Liberal followers have done with issues like out of control spending, Obama Care, droans over America, and their failing attempt dismantle the 2nd Amendment, is to fortify the will of the Governors and the power base back home.
It has become a matter of Red and Blue States in it simplicity. What the D.C. power base is beginning to recognize is that although they may control the population in certain regions one look at a Red and Blue USA in the end represents the true power base and serves as a map for the dismantling of Federal authority.
A new age is coming. A movement to reinstate authority to the states and a return to the foundation of our freedoms.

No, weak central government.....and....STRONG state government.
The Federal Government was established to assist the states....NOT....rule them.

There were 37 States in the Union at the time, so ratification by at least 28 was necessary to make the amendment an integral part of the Constitution. Actually, only 21 States legally ratified it. So it failed of ratification.
