It looks a buckle for some type of strap, probably not a belt buckle though because the shape and design of it doesn`t look like something a man would
use.
My second guess is that it might be a drawer pull or decoration that attaches to some type of furniture.

My guess is that you have found some old curtain tieback holders. I live in a century old apartment and there is a small 3X6" block of wood
in the wall on either side of my window. If the blocks had screws or nails sticking out of them (which I think mine did at one time) you maybe could
fit the ornament on the fixed block of wood and then place each end of the tieback band onto the hook at the back.

On the back side of this item, it seems to be missing the other small bar going across just like the top part. I still believe it could be a fancy
napkin ring .
