Not by the US alone, no. It's why they're petitioning the rest of the 'R&D world' to band together to pressure such "rogue" states to cease and desist.

We all know the likes of China and Russia hack prolifically; especially the former. Decades of communism does not promote innovative thinking and ingenuity from the populace. Ipso facto, they must steal in order to remain competitive.

The question is, do we want cutting edge technology getting into the hands of nations like those cited. I know I don't.

US demands China act to halt network hacking



WASHINGTON — The Obama administration demanded Monday that China take steps to stop the widespread hacking of US government and corporate computer networks and that it engage in a dialogue to set standards for security in cyberspace.
