That isn't blackmail that would be that company exercising its First Amendment rights by seeking recourse with a Government that just destroyed its business, unless you have a plush government contract; you are exempt; funny how that works huh?
If I had a company manufacturing magazines of this size I too would wage a PR campaign with threat of relocation. So just as it is the Right of the Legislature to come up with these empty laws, it is the Right of an Individual (and in this case, a business) to let them know just how much they are going to lose tax-revenue.
