If you do not feel the government is your enemy that is your right - I do; I don't see much difference between the two groups you mentioned. One controls the other.
ETA: As for universe - I am pretty sure the government regulates and controls who can leave the planet and what they can do once you have left it along with what rights you have in space. So they even control that.
