Most Shooters in Obama’s Home Town of Chicago Don’t Face Charges. Why is that?

Yep!! Another gun thread! If anything in this thread resonates with even one person it will have been worthwhile. The lunacy of the current administration's agenda and their lack of logic on this issue needs to be exposed until everyone gets it!

It’s getting easier to get away with shooting people in Chicago.

Last year, gunmen who shot and wounded someone got away without criminal charges 94 percent of the time, according to a DNAinfo.com Chicago analysis of police data.

That’s even worse than 2011, when 91.5 percent of shooters escaped charges, according to the data.

Why would a state with some of the strictest gun laws in the country have one of the absolute highest violent crime rates and one of the most abysmal gun crime prosecution rates? Chicago is the adopted home of Barack Obama. Surely Obama would have some influence in Chicago especially since Rahm Emanuel, the 55th Mayor of Chicago and his former Chief of Staff, is calling the shots!! After all, Obama was an Illinois Senator!! Why then are these guns laws not working and the prosecution rate so low in a place he has so much influence over? The city is calling for action from Obama!

Just days after an honor student who performed at Obama’s inauguration was killed, many Chicago teens have asked the president to visit the city and recognize its high rate of gun violence.

“We have seen President Obama rightly and appropriately go to Newtown. We have watched him rightly go to Aurora to comfort those families,” Cohen said. “Coming to Chicago, coming to the south and west side of Chicago, signals to the country that the loss of the families in Chicago is just as important to us as a nation as the loss of young people in suburban areas.”

As many have pointed out during this gun debate, US has a PEOPLE PROBLEM rather than a gun problem, and Obama’s home town is a shining example. Even Chicago's "Top Cop" recognizes it.

Chicago’s top cop said the “no-snitch” code of silence on the street is the biggest contributor in his department’s struggle to charge shooters.

In 2012, Chicago police cleared 211 aggravated battery with a firearm cases — 11 percent of the 1,893 incidents where someone was shot and wounded during the calendar year.

But of those cases, only 111 shootings — about 6 percent — resulted in charges. The other 100 cases were "cleared exceptionally,” which means police know who the shooter is but were unable to bring charges, the state’s attorney wouldn’t bring charges, a victim refused to testify after identifying a shooter or the offender was dead.

So now that we can CLEARLY see that gun violence in Chicago is a cultural issue, why do many still believe Obama and the federal government when they say we have a gun problem? State Senator Obama didn’t think it was important to be firm against gun offenders back in 99’ when he didn’t even bother to show up and vote on a measure that would require adult prosecution for school shooters.

In 1999, State Senator Barack Obama voted “present” on a bill that would require adult prosecution for discharging a gun in or near a school.

That legislation came as a response to the tragic Columbine High School shooting that year.

The gun violence in Chicago was at record highs in 2012. Chicago’s top cop explained why the number of prosecutions is low, yet Obama’s remedy is to push MORE GUN CONTROL? Why would we push for more gun control when Chicago, with some of the strictest gun laws in the country, is experiencing the biggest upsurge in crime in recorded history?? Nothing is being done about the culture in Chicago that values "not being a snitch" more that life! What is being done to change hearts and minds?

Despite having some of the strictest gun laws in the country, Chicago Mayor Rahm Emanuel plans on restricting gun ownership further by banning individuals with a violent misdemeanor conviction from getting a gun permit for five years. The mayor also hopes to ban convicted felons from ever owning a gun.

Emanuel's intentions are no doubt well intentioned, but like many cities with strict gun laws, the disarming of law-abiding citizens doesn't remove guns from the hands of those who wish to do harm. On the contrary, it often leaves innocent victims vulnerable to criminals.

Total homicides in Chicago rose to 480 for the first eleven months of 2012; a 21 percent increase from last year.

The facts overwhelmingly point blame on cultural issues for the gun violence in America yet the gun-grab is foremost on their agenda. Someone please explain that?

This will be largely ignored by the anti gun crowd because facts seem to get in the way of their agenda. It's a sad fact that gun control does not work, and all it does is prevent law abiding citizens from defending themselves, and Chicago is the shining example of that fact. To add insult to injury however in Chicago even when caught the criminals still walk free most of the time because of the level of crime and corruption.

Everything you said is true. And to be quite honest, almost every angle of the gun debate has been covered in recent threads. There are still plenty of people who don't get it, don't want to get it and will never get it. I don't know how anyone can rationalize an anti-gun stance when time and again it's proven not to work.

I guess we'll just ignore Chi-town and let the criminally insane savages continue to kill each other while Rahm and Obama turn their backs and pursue their globalist gun grab.

The longest sentence anyone's gotten there for murder with a gun was 10 years.

It seems to me that the incidence of black shooters is very high. Possibly because of environmental issues that being black means you have less chances to succeed - to break away from the ghetto.

Desperate times may mean desperate measures in order to survive - being big and tuff with a gun may have some symbolic value in their social groups.

I had read somewhere that violence had gotten so bad there that police would no longer be responding to certain types of crime such as burglary and assault. They would only respond to violent crimes.

It may be rumor,I'm not certain, but if I can find a source later ill post it. I also read of a man breaking into a womans house in the night and the police not responding til afternoon the next day. When the woman took them to court it was stated that they didn't have respond and it wasn't their job to protect everyone (that may have been a chicago case aswell). Could it be that fear mongering threads like this one perpetuate the cultural issues that drive gun violence in America? Guns symbolize personal power; gun violence is a way of expressing that power. Rather than whip up fear that the government is planning on emasculating gun owners by seizing their guns, why not preach the responsible use of firearms? Why not encourage people to find a sense of empowerment within themselves, rather than depending upon an inanimate object for their sense of well being?

If they only enforce it 5% of the time, as they apparently already do, they can pass all the gun control they want to.

Starting Sunday, about 44 officers will be freed up each day and will no longer be dispatched for certain crimes. Instead, the officers will spend their time patrolling the streets and searching for crimes elsewhere. The Chicago Police Department believes it does not need to report to scenes where the victim is “safe, secure and not in need of medical attention” and the offender is “not on the scene and not expected to return immediately.”

As a Chicagoan there are a few things that deeply trouble me about the way that the almost non-existent discussion of my city's murder rate and gun crimes:
(1) When "gun control" is discussed, no one every makes targeting ILLEGAL firearms the focus of such initiatives. Frankly targeting illegal firearms would be a good start which might actually make a difference.

(2) It was reported last year that Chicago has become city with the most surveillance cameras in the world. Ironically in a city where it is virtually impossible to walk a block without being captured on camera at some point, law enforcement can't seem to make an arrest or even identify a suspect as the endless circle of firearm crime perpetually continues.

(3) The comments about the murder rate and crime rate by Chicago Police Superintendent Garry McCarthy and Mayor Rahm Emanuel are bewildering--- the manner in which these two men downplay the level of violence is laughable. While they would like you to believe such crime is limited to certain parts of the city, I can tell you that crimes involving firearms (among other crimes) have permeated into the supposed "safe" neighborhoods and that escalation is only continuing.

If Chicago law enforcement took the novel approach of simply enforce the existing laws, maybe real change might occur.

BTW.........Crime is and was rampant in Chicago, and will be, Before and after Obama.

That's because they think gun laws will fix everything when obviously they won't. They don't face criminal charges because their peers are most likely criminals as well. The level of corruption has permeated every level of that city. The gangs are out of control in Chicago and every year they become worse. I believe the stats are that more people have been shot dead on the streets of Chicago in 2012 than U.S. troops were killed in Afghanistan.

Once again, gun laws aren't the answer if the basis of the shooters activity is criminal. If anti-gun control people need to show how ineffective gun control laws are, they only need to point to Chicago to show it isn't the laws, it's the mentality of the people, their values and morals.

The movie "Escape from New York" comes to mind when wondering why the police don't clean up the mess Chicago has become. They are afraid ( rightfully so ) to wade into the heart of the problem. It would likely be house to house gorilla warfare. The witnesses are no doubt afraid to testify against anyone. They know that they can't be protected. Chicago is the proverbial "catch 22" situation. I don't know how they could fix the situation they have created other than to arm all law abiding citizens and let it iron itself out.

When I lived in DC back in what I like to call "the day", the National Guard was utilized continuously at night to patrol the higher crime ridden areas of the city. In a Federal entity such as DC, I don't have a problem with this. However in a sovereign city such as Chicago I have a major issue with such Federal control of local policing.
