China cannot sneak out millions of people every vehicle would be destroyed. Their pilots are poor as can be depicted by the "buzzing" incident where their aircraft struck our Orion,we buzz Russian Bears all the time.
ICBMs and other stand off weapons aren't numerous or much better.
I doubt an occupation would be in order in fact if the leadership was decapitated and the military crippled,I'm sure the people would take care of them selves.
