On January 4, 2013, Rep. José Serrano once again introduced H.J.Res. 15 proposing an Amendment to repeal the 22nd Amendment, as he has done every two years since 1997.

The president is just a puppet that takes the blame or praise for whatever event happens. The US spends to much time on non important issues and doesn't spend enough on what's important. It doesn't matter who is in office or for how long, things won't change.
