Nobody ever agrees on everything and nations only support issues when it follows their nation interests. So to answer you question, each nation that makes up the UN has its own peoples interest at heart and if that happens to coincide with others the UN gives them the ability to combine their efforts.


that's not entirely true. You are right that the General Assembly and such bodies as the Sustainable Development Goals Open Working Groups are big mish mashes of government representatives, NGOs, and so on. However, there also are a number of UN departments that do all kinds of programming and real work worldwide.

For example, the United Nations Development Programme has departments doing real work across the world in everything from clean energy to education to child and maternal health.
