From what I have gathered through my years of research/reading on the Reptilians, they are the fallen angels, Lucifer/Satan/Serpent, as you said.
Michael and Gabriel, and too many others to mention didn't fall, so they are good, as you stated.

And from what I've read, all the Reptilians are BAD! They are out to deceive us any way they can.
